Key Facts of Overseas Networks and Expertise Pass (ONE Pass)
An Overseas Networks and Expertise Pass (ONE Pass) is a personalized pass issued to foreign top talent in business, arts and culture, sports, science and technology, and academia and research, giving them greater employment flexibility.
Unlike the regular Employment Pass, ONE Pass holders allows pass holders to concurrently start, operate and work for multiple companies in Singapore at any one time, so that they do not have to reapply for a new pass if they change jobs.
Overseas Networks & Expertise Pass holders will not be subject to the Complementarity Assessment Framework (COMPASS) and employers who wish to hire them are not subject to the Fair Consideration Framework job advertising requirement. Their spouses will be able to work on a Letter of Consent.
The ONE Pass is valid for 5 years and can be renewed upon meeting the renewal criteria.
Overseas Networks and Expertise Pass eligibility

Persons of any nationality or citizenship can apply for an Overseas Networks and Expertise Pass.

Candidates must have be from the field of business, arts and culture, sports, science and technology or academia and research.

There are two different routes to apply for the Overseas Networks & Expertise Pass based on:

Outstanding achievements
Salary criterion

Existing work pass holders and overseas candidates can apply if they meet either of the salary criteria below:

Earn a fixed monthly salary of at least S$30,000, or its equivalent in foreign currency within the past one year.

Will earn a fixed monthly salary of at least S$30,000 under their prospective employer based in Singapore.

Demonstrate that they will be working for an established company in Singapore or have been working in Singapore (for existing work pass holders) or for an established company overseas (for overseas candidates) for at least one year.
Outstanding achievements

Candidates who have outstanding achievements in the areas of their expertise can qualify without meeting the above salary criterion.

Candidates must submit a detailed Curriculum Vitae (CV) (including academic qualification, professional experiences and accomplishments), and Letter(s) of Endorsement by a local host research institution (i.e. Autonomous Universities or A*STAR) before they would be considered under the outstanding achievement track for academia and research.
As of February 1, 2022, candidates must be fully vaccinated against COVID-19.

Candidates earned a fixed monthly salary of at least S$30,000 working in Singapore in the past year

Monthly payslips for a consecutive period of 12 months;

Most recent tax statements from the Inland Revenue Authority of Singapore (IRAS);

Documents supporting other income sources other than fixed monthly salary (if applicable).

Candidates earned a fixed monthly salary of at least S$30,000 working overseas in the past year

Monthly payslips for a consecutive period of 12 months;

Employment verification proof from a background screening company;

Documents supporting other income sources other than fixed monthly salary (if applicable);

Documents indicating latest company valuation, market capitalization, or annual company revenue of current or most recent employer from using any one of these sources (Pitchbook, Yahoo Finance, Crunchbase, Bloomberg, Google Finance, Venturecap, preqin, QCC.com, chinaventure.com.cn, itjuzi.com) within the last 3 months. If the documentation is not available, candidates may provide the company’s latest audited Profit & Loss statements.

Candidates who will earn a fixed monthly salary of at least S$30,000 under a prospective employer in Singapore

Employment contract with a Singapore organization or letter of offer from a prospective employer in Singapore;

Documents indicating latest company valuation, market capitalization, or annual company revenue of current or most recent employer from using any one of these sources (Pitchbook, Yahoo Finance, Crunchbase, Bloomberg, Google Finance, Venturecap, preqin, QCC.com, chinaventure.com.cn, itjuzi.com) within the last 3 months. If the documentation is not available, candidates may provide the company’s latest audited Profit & Loss statements.

Candidates with outstanding achievements in arts and culture, sports, or academia and research

Detailed Curriculum Vitae (CV) highlighting key achievements;

For candidates applying under the academia and research track:
-
CV should list significant publications, patents or technology disclosures in the past 5 years.

Provide recommendation or endorsement letter or document by a local host research institution (i.e. Autonomous Universities or A*STAR) for a potential position.
If candidate's name on passport differs from that on their other documents, an explanation letter and supporting documents (e.g. deed poll) need to be provided.
Note that all documents must be in English or translated into English.
